Bench warrant issued for businessman’s arrest for $61m theft

A businessman has been charged with stealing USD61,646,625 from his partners, and a Circuit Court has issued a bench warrant for his arrest.

Huocheng Luo, also known as Peter, was accused with theft, but failed to appear in court, leading to the issuance of the warrant.

On August 7, 2023, he is anticipated to appear before Circuit Court Eleven, presided over by Mr. Isaac Oheneba-Kuffour.

According to information provided by Deputy Superintendent of Police (DSP) Emmanuel Nyamekye, the complainant, Mr. Issaka Alhassan, works as an accountant for Knights A.S. Ghana Limited, a business that is legally recognized in Ghana.

The managing director of Yangtse River International Company Limited, a construction company likewise established under Ghanaian law, is Huocheng Luo, also known as Peter, who resides in Ejisu and Tema.

According to him, the Ghanaian government gave the complainant’s business contracts to build 50 bridges across the nation in 2021.

Being the primary contractor, the complainant’s company split the nation into three lots: Southern Ghana, Middle Ghana, and Northern Ghana.

The court was informed that the accused person’s company was one of the subcontractors hired by the complainant’s company to build the bridges.

According to DSP Nyamekye, the complainant was required to contribute iron rods and cement for the project’s development as part of the agreement when the accused was given the job of building the bridge at Anto-Dompim in the Western Region.

According to him, on May 18, 2021, the complainant’s firm issued a Local Purchase Order to their supplier, B5 Plus Limited, in Kpone, close to Tema, requesting that it supply 82.1955 tons of iron rods to the accused person’s location at Anto-Dompim.

According to the prosecution, B5 Plus Limited only provided 917 pieces of 20mm rod and 1,230 pieces of 12mm rod for the iron rods.

The Court was informed that the shortfalls were filled on May 26, 2021.

Investigation, however, showed that the accused individual told one Mr. August Emmanuel, a former employee of Knights A.S Ghana Limited, that he had not received any shipment from B5 Plus Limited two months after all the iron rods had been given.

In order to check and fix the situation, the witness sent an email to B5 Plus Limited as a result of this.

However, B5 Plus Limited employees misread the request and sent the accused another package weighing 82.1955 tons.

According to DSP Nyamekye, the complainant afterwards realized that the accused had received an excessive amount of iron rods and sent representatives from his firm to Anto-Dompim to retrieve the extra stock.

But according to information provided to the authorities, the accused instructed the B5 Plus Limited drivers to deliver the extra iron rods to his home in Ejisu, in the Ashanti Region.

On March 24, 2023, police carried out more investigations at the accused’s home in Achiawkrom, close to Ejisu, and discovered a number of different iron rods dumped outside and inside the building. He said that following an inquiry, the accused individual was charged with the offense after images of the evidence were taken.
